Risk Appetite: a fancy gadget or powerful strategic tool?

Over the last several years and especially after the industry was hit by the global financial crisis, Risk Appetite has become a popular area for regulators which encouraged financial institutions to develop and embed their Risk Appetite Statements into their business practice. Today, a vast majority of global and large financial institutions report that they use Risk Appetite in their risk management. However, it still remains unclear what this management innovation contributed to the decision-making process in the real life.

Is Risk Appetite a fancy gadget or a powerful strategic tool? Do financial institutions really benefit from implementing and using their Risk Appetite Statements? To what extent does the efficiency of risk management improve after Risk Appetite introduction? Are there ways to create an effective Risk Appetite framework and make it work?
